I am not familiar with your problem. What is the name of the executable you are running? What is the version of Delphi you are trying to install into? The file should be copied by the install program but it could fail if it does not have administrative privileges.
OK - downloaded the latest Delphi Tokyo ISO this seems to be update 3 although it was no obvious. Reinstalled FirePower. On running Delphi got a license error saying need to run Delphi as Administrator. Did that and the in file is now there and no error.
I have tried reinstalling several times.

It comes up when starting Delphi Tokyo.
The ini file does not exist. reinstalling does not ask for license details.

Will try running as administrator. Although your other products did not require that.
No dialog to enter licence details. It did complain about a missing update 3 though, but then installed.
